Job purpose
o
Responsible for the management and service delivery of the HR Department. Control of all local human resource policies, the administration of payroll, and staff benefits, ensuring they are within the Bank’s Head Office policies and based on guidance from Oversees HR Head.
o
To implement the Bank’s recruitment and retention strategies with a view to attracting, selecting and retaining high caliber talent.
Key result areas
HR Planning
o
To develop and implement recruitment strategy based on people / competencies requirements for each business.
o
To work proactively with the business in preparing the Manpower plan.
Recruitment
o
To manage the people attraction process through external and internal initiatives that aim at raising brand equity as an employer.
o
To build brand equity as an employer at grass root levels through campaign at educational institutions in Qatar.
Qatarization
o
In conjunction with Country Head and IBG HR Head, develop the nationalization strategy and to manage the banks Qatarization process through internal and external initiatives and to ensure the Government mandate of 20% Qatarization is consistently met.
o
Champion and drive through the Qatarization strategy in all departments of the Bank.
Staffing
o
To manage the induction process for all new joinees in the Qatar.
o
To provide career opportunities to employees by managing and smooth running of internal transfer policy.
Personnel Administration and benefits
o
Supervises the operations and the servicing activities of the Human Resources Division related to monthly staff salaries, staff loans, the staff annual leave, air passage, medical, transfer, and training expenses.
Labour & Immigration
o
To manage all immigration, contracts, cancellations and labour related issues for all expatriate employees across the Bank, including personal involvement of senior levels at the Ministry of Labour.
Employee Relations
o
To manage all employer-employee related issues, terminations across the bank and any Ministry of Labour related issues.
Attrition
o
Work with Business Heads to manage attrition within their functions. Ensuring the overall banks attrition rates are below the market.
Employee Engagement
o
Work with senior management to drive and Champion employee engagement. Ensure all businesses have a “meaningful” Impact Plan. Monitor & asses follow through/implementation.
General
o
Support roll out of key benefit changes / initiatives like leave policy changes / merger of fixed bonus with monthly salary in country.
o
Drive the implementations of HR systems in country.
o
Drive the performance management process in country.
Knowledge, skills & experience
o
Masters Degree in HR with 8 – 10 years experience. Ideally have spent a number of years in Qatar.
o
Excellent understanding of recruitment, selection and people markets coupled with strong communication and interpersonal skills.
o
Sound knowledge of Qatar Labour and Immigration laws and their implementations.
o
Ability to negotiate and interact at senior levels and local ministry.
o
Proven people management skills.
